One named custodian at every point in time
A custody record closes only after every authority gate passes. A handover is a two-sided event: an unwitnessed handoff is an exception, not a completed transfer. Broken or mismatched tags quarantine the material automatically.

Escalation rules
- —Custodian gap, tag substitution or unexplained delay escalates to the compliance secretary.
- —Any unauthorised bay or cabinet access triggers an incident entry within the same day.
- —Broken or mismatched tags quarantine the material until the register is reconciled.
- —Environmental excursion beyond the drying window is logged with corrective action.
Boundary: custody records document a member handling their own plants inside the private place. Nothing here authorises transport, transfer to another person, sale or barter. Any movement off site must be cleared against a current South African legal opinion first.
